Inspections

The City of Oslo has ascribed responsibility for its statutory duty to inspect retail outlets for beer and establishments that serve alcoholic beverages that need a licence to the Agency for Business Development Services. To perform the practical part of the inspections, the Agency for Business Development Services engages approx. 65 part-time inspectors. We perform around 6500 inspections of licensed establishments each year. We also inspect licences to show films in Oslo.

The Agency for Business Development Services organises its inspection activities into three categories: assessment of licensees’ good repute, ordinary inspections, and advising licensees to help them comply with the regulations.

Assessment of good repute
The assessment of the good repute of licensees and other persons who exert a material influence on the establishment entails that the licensee, owners, managers and deputies are assessed throughout the entire licensing period in relation to the rules in Section 1-7 of the Alcohol Act and Section 6 of the Food Services Act. This is done on the basis of reports from the police, the tax and excise authorities and others.

Based on inspections and assessments of good repute, the division forwards proposals to confiscate or revoke the licence. The matter is decided by the Director of the Agency for Business Development Services in areas where the Agency is competent to make decisions, or by the City Council.

Inspection of establishments licensed to sell and serve alcohol
The Alcohol Act lays down that every establishment that has a licence to serve alcohol must be inspected at least once a year. How frequently inspections are carried out is decided politically. Inspections are target driven on the basis of a number of considerations, such as the type of establishment, geography, opening hours, season and reported incidents.

An inspection consists of inspectors from the Agency for Business Development Services visiting licensed establishments. The inspectors pay special attention to the following aspects:
  • Selling or serving alcoholic beverages to minors
  • Selling or serving alcoholic beverages to clearly intoxicated individuals 
  • Selling or serving alcoholic beverages after closing time 
  • Drugs being sold on the premises 
  • Breach of the prohibition against advertising alcohol 
  • Breach of the accounting regulations 
  • Discrimination

Reported violations of the Alcohol Act are ascribed importance when considering whether to implement sanctions.

Preventative / advisory services
The Agency for Business Development Services helps prevent violation of the Alcohol Act by giving licensees advice and guidance to help them operate in compliance with the applicable regulations.

The Agency for Business Development Services offers preventative guidance on issues related to serving alcohol and aspects of the Alcohol Act. This advice is intended for employees in the hospitality industry. Employees from the Agency for Business Development Services go through the main provisions in the Alcohol Act, discuss the inspections in more detail and answer questions. These sessions can be held at the licensed establishment or at the Agency for Business Development Services’ offices.
